Service Standards for Nuclear Substance Licences and Certifications

Service standards publicly state the level of performance that citizens can reasonably expect to encounter from the Canadian Nuclear Safety Commission (CNSC) under normal circumstances.

Definitions and additional information

  • Application screening means: screen the request for completeness (ready for technical assessment) and issue notification that the licensing request is/is not complete.
  • Application decision means: issue a licensing decision when a public hearing is not required (assuming an environmental assessment under the Canadian Environmental Assessment Act, 2012 is not required).
  • Annual service performance is measured over the course of the fiscal year (April 1–March 31).
  • Service standard calculation: If the CNSC requires the applicant to provide further information, then the period that is taken by the applicant to comply with the requirement is not included in the time calculation of the service standard.
  • TBD means performance data to be determined after the end of the fiscal year (March 31)

Notice of changes to 2014–15 service standards

  • The following service standards for nuclear substance licence applications will be consolidated and reported as “2. Class II Nuclear Facilities and Prescribed Equipment Licence Application”:
    • 2(a). Licence to Construct, Operate and Decommission Class II Nuclear Facilities Licence Application
    • 2(b). Licence to Service Class II Prescribed Equipment Licence Application
    • 2(c). Licence to Construct, Operate and Decommission a Class II Non-Radiotherapy Accelerator Facility Licence Application
  • Since applications for Certification of Prescribed Equipment are not high in volume, these service standards will not be reported after 2013–14. For information about expected service times for Certification of Radiation Devices or Class II Prescribed Equipment, contact the CNSC at 1-888-229-2672 and ask to speak to the officer responsible for licensing of nuclear substances and radiation devices.
