2023–24 Annual Funding Decision Report: Indigenous and Stakeholder Capacity Fund

About the Indigenous and Stakeholder Capacity Fund (ISCF)

The ISCF is a new program stemming from the 2022 Fall Economic Statement Impact Assessment Renewal Initiative to improve regulatory processes for major projects. It was officially launched by the CNSC in May 2023 following extensive feedback from Indigenous Nations and communities and stakeholders to help address capacity needs. It is a 5-year program for which up to $3.8 M in new funding will be available annually. The program sunsets in March 2028 and aims to reduce financial and capacity barriers for Indigenous Nations and communities and interested parties to participate in the full lifecycle of the CNSC’s regulatory processes, programs, policies and initiatives more meaningfully. It also builds on guidance, best practices and lessons learned from other federal departments and the CNSC’s own funding programs; supporting early and ongoing engagement, as well as collaboration and relationship building.

The ISCF provides support for Indigenous Nations and communities and stakeholders to become engaged in CNSC regulatory activities that are not tied to a specific CNSC licensing decision, environmental assessment process, or Commission proceeding.

Eligible recipients include:

  • Indigenous Nations, communities, organizations, or aggregates of communities
  • Members of the public
  • Non-governmental organizations
  • Other organizations

Available funding

Up to $2.32 M in funding was available this fiscal year (2023–24), which was the program ramp-up year:

  • $2.02 M in contributions
  • $300 k in grants

Full funding of $3.8M will be available in fiscal year 2024–25 and each of the remaining years of the program until 2028.

Total budget is distributed between 3 funding streams:

  • Stream 1: Indigenous Capacity Support
  • Stream 2: Regulatory Policy Dialogue
  • Stream 3: Engagement and Collaboration Support

Stream 1: Indigenous Capacity Support

The purpose of the Indigenous Capacity Support stream is to reduce barriers for Indigenous Nations and communities to participate in CNSC regulatory processes, programs, policies and initiatives. Funding through the Indigenous Capacity Support stream is targeted to develop and support organizational capacity of Indigenous Nations and communities, including aggregates of Indigenous Nations and communities with a direct interest in nuclear projects, facilities and activities in Canada. Funding is provided to recipients via contribution agreements for this stream.

Funding is available in the following 2 categories:

  • Indigenous knowledge (IK), land use and other related studies
  • Staffing and internal resource support

Funding allocation

Applicants may request funding for up to 2 years for long-term activities.

Maximum funding allocation:

  • Up to a maximum of $100,000 per year for Indigenous Nations and communities
  • Up to a maximum of $200,000 per year for Indigenous organizations representing multiple Indigenous Nations and communities

The amount of funding per successful applicant depends on the complexity and associated resource requirements of the activity proposed, and the availability of funds.

Stream 2: Regulatory Policy Dialogue

The purpose of the Regulatory Policy Dialogue stream is to support Indigenous Nations and communities and key public stakeholders to participate in the review of CNSC regulatory documents, regulations and policies to ensure that the perspectives of Indigenous Nations and communities, as well as key public stakeholders are incorporated into CNSC processes, regulations and policies. Funding is provided to recipients via contribution agreements for this stream.

Stream 3: Engagement and Collaboration Support

The purpose of the Engagement and Collaboration Support stream is to support engagement and collaboration activities between the CNSC and Indigenous Nations and communities and key public stakeholders. Funding is provided to recipients through both grants and contribution agreements for this stream.

Amount of funding available

The CNSC determines the total amount of funding it will make available for each funding opportunity based on a number of factors, including:

  • total amount of ISCF financial resources currently available
  • potential interest of Indigenous Nations and communities and public stakeholders and the number of funding recipients that can be expected (if applicable)
  • the complexity of the activity or subject matter and associated resource requirements
  • any pre-established maximum funding allocations in relation to the specific funding opportunity or activity
  • CNSC priorities for engagement, relationship building and capacity building

Each funding opportunity is posted on the CNSC’s website. The notice includes the total amount of funding available and/or the maximum amount of funding payable to an eligible recipient.

Funding opportunities available

  • Stream 1: Indigenous Capacity Support – posted on an annual basis (2023 opportunity was available from Mid-May to late June) – 20 initiatives were funded for 20 recipients
  • Stream 2: Regulatory Policy Dialogue – 2 opportunities posted in 2023-24 (depends on the Regulatory Framework consultation plan) 11 initiatives were funded for 10 recipients
  • Stream 3: Engagement and Collaboration Support – opportunities were identified through ongoing engagement and collaboration work with the CNSC – 33 initiatives were funded for 22 recipients

Eligible expenses covered by the ISCF

The CNSC awards ISCF funding only for expenses considered eligible, reasonable and necessary to complete the activity. The CNSC will not fund activities that duplicate services, studies or written materials that other public or private sources are already funding, including other funding sources from the CNSC.

The funding review committee (FRC) conducts an assessment of the applications using the assessment criteria outlined below and make funding recommendations to CNSC management. The FRC develops a set of recommendations for the CNSC regarding who should be approved for funding, for how much and what activities should be completed.

In determining the amount of funding recommended for award, the FRC considers the following assessment criteria:

  • CNSC priorities for engagement and relationship building with Indigenous Nations and communities and public stakeholders
  • capacity-building priorities, needs and interests identified by the CNSC through direct engagement and communications with Indigenous Nations and communities and public stakeholders
  • relevance of the application to the CNSC’s mandate, ISCF goals and objectives, and the specific funding opportunity
  • the complexity of the activity or subject matter and associated resource requirements
  • any pre-established maximum funding allocations in relation to the specific funding opportunity or activity
  • the applicant’s previous experience with grant or contribution funding agreements with the CNSC, if applicable
  • potential interest of Indigenous Nations and communities and public stakeholders, and the number of funding recipients that can be expected (if applicable)
  • total amount of ISCF financial resources available

The CNSC carefully considered the FRC’s recommendations on the allocation of funding through the ISCF in 2023–24 and approved the reimbursement of 64 initiatives supporting 30 individual recipients for a total of $4,579,835.39 awarded over multiple years.

Indicators of success: Survey results

To further enhance its commitment to excellence, the CNSC endeavours to increase satisfaction with  its regulatory processes and engagement activities, aligning with the program’s objectives. Through rigorous evaluation and direct feedback from recipients, the CNSC continuously refines its funding programs to ensure effective delivery and performance, as demonstrated by the following survey results.

  • 100% of survey respondents are satisfied with the timeliness with which their application was processed.
  • 88% of survey respondents mentioned that the funding they received for the project/activity they applied for helped them better understand the CNSC’s role as Canada’s nuclear regulator and regulatory processes.
  • 99% of survey respondents would not have been able to complete or meaningfully participate in the activity that was funded without funding from the ISCF.

In 2023–24, 19 Indigenous Nations and communities were awarded funding through Stream 1: Indigenous Capacity Support to hire a coordinator for their community to help manage the work, engagement, collaboration and relationship with the CNSC. To date, having a capacity coordinator has helped Indigenous Nations and communities streamline operations, enhance communications, and maximize resource utilization by coordinating schedules, communications and needs between the CNSC and each Nation. This funding also facilitates clear communication channels, ensuring there are consistent parties managing and tracking the meetings, reporting, follow-up activities, actions and deliverables. This helps both the Indigenous Nations and communities and the CNSC stay on track with key initiatives and actions specific to the CNSC and the nuclear sector. It also promotes collaboration and helps create synergies between both parties, fostering a mutually beneficial relationship built on trust, mutual respect and collaboration.

Overall, capacity support funding plays a crucial role in facilitating positive and effective partnerships between the CNSC and Indigenous Nations and communities by ensuring that resources are effectively managed and utilized to meet mutual goals and objectives. To date, both the CNSC and Indigenous Nations and communities who have received funding through the ISCF have seen positive benefits and outcomes that help support the objectives of the funding program, the CNSC and the Government of Canada.
