How to send confidential information to the CNSC from within Canada
Protected vs. classified information
Protected: This applies to information that, if compromised, could cause injury to a person or an organization.
Classified: This applies to information that, if compromised, could cause injury to the nation.
Examples:
- Site security plans (classified - confidential)
- Résumés (protected)
- Radiation safety officer applications (protected)
- Dose change requests (protected)
- Any other document containing personal information (protected)
What is confidential information?
The Government of Canada categorizes sensitive information as either “protected” or “classified”. Classified information has three levels: confidential, secret and top secret.
Requirements for sending confidential information (for example, a site security plan) to the CNSC from within Canada are outlined below. The transmission of protected, secret and top secret information is not addressed here.

A Class II nuclear facility includes not only the prescribed equipment, but also the building (or parts of the building) housing the equipment, as well as any ancillary equipment needed for operation. The entire facility will be considered during licensing and compliance activities.
Instructions for sending confidential information
- Send confidential information to the CNSC by registered mail through Canada Post, or by courier. Proof of delivery is not required, but is strongly recommended. Do not send confidential information by email.

Use a double envelope to prevent people from accidentally reading the contents.
Do not put security markings such as “classified” or
“confidential” on the outermost envelope. Address the outermost envelope to your licensing
specialist as follows:

What the confidential document(s) must identify
- the name of the sending organization
- the date of creation or revision of the confidential information
Notes:
- If the confidential information is in electronic form (for example, on a USB key or a CD), it must be accompanied by a hard-copy covering letter that identifies the sending organization and a contact person in case of difficulties opening the document. Please do not password-protect or encrypt electronic documents.
- Please provide the related Class II licence number if possible, as this will help ensure that the information is filed correctly.
