2024 IRRS follow-up mission report

In June 2024, the Canadian Nuclear Safety Commission (CNSC) hosted a team of experts from the International Atomic Energy Agency (IAEA) to conduct a follow-up mission to evaluate its progress since its 2019 mission.

In the 2024 Integrated Regulatory Review Service (IRRS) follow-up mission report, the IAEA confirms that Canada’s regulatory framework for nuclear and radiation safety is strong and that the CNSC has fulfilled its commitment to continuous improvement.

Key findings

Of the original 20 items (4 recommendations and 16 suggestions) from the 2019 mission, 12 have been closed.

The IRRS team recognized significant progress, including the closure of important items related to:

  • Canada’s approach to decommissioning
  • waste policy and strategy

A limited number of items remain open, including some related to elements in IAEA safety standards not being explicitly referenced in Canadian legislation.

Next steps

The open items from the follow-up mission will be detailed in Canada’s report for the Convention on Nuclear Safety. This will include justifications for closing specific items, which will then undergo a peer review under the provisions of the Convention.

As a learning organization, the CNSC is continuously seeking to improve and will keep the IRRS’s remaining items in mind as it evolves its regulatory practices and framework.
