Supplementary Information Tables for Report on Plans and Priorities 2016–17: Departmental Sustainable Development Strategy – Green Procurement
The Policy on Green Procurement supports the Government of Canada's effort to promote environmental stewardship. In keeping with the objectives of the policy, the Canadian Nuclear Safety Commission (CNSC) supports sustainable development by integrating environmental performance considerations into the procurement decision-making process through the activities in this supplementary information table.
Although the CNSC is not bound by the Federal Sustainable Development Act and is not required to develop a departmental sustainable development strategy, the CNSC adheres to the principles of the Federal Sustainable Development Strategy by implementing the Policy on Green Procurement.
Target 7.2: Green Procurement
As of April 1, 2014, the Government of Canada will continue to take action to embed environmental considerations into public procurement, in accordance with the federal Policy on Green Procurement.
Scope and Context
The CNSC’s Director General (DG) of Finance and Administration (FAD) is mandated to address all aspects of the Public Services and Procurement Canada (PSPC) Policy on Green Procurement. The DG of FAD is also co-chair of the CNSC Greening Committee, which supports the CNSC’s efforts in becoming an environmentally responsible organization by promoting green practices, inspiring employees to change behaviours to reflect good environmental standards and demonstrating environmental leadership.
The CNSC Greening Program encourages a green organizational culture, where “thinking green” becomes a part of day-to-day life for employees. As part of the Greening Program, Green Procurement integrates environmental performance considerations into the procurement decision-making process for goods and services as follows:
- purchase only what is necessary and re-use as much as possible;
- use PSPC standing offer tools which integrate environmental considerations;
- look for environmental certifications (e.g. EcoLogoM, Green Seal, ENERGY STAR®, etc.);
- use suppliers with environmental consideration attributes such as: minimizing travel, using administrative practices that reduce paper, green equipment used and green service delivery certification etc.; and
- integrate environmental considerations into requirements and bid solicitations.

Target 7.3: Sustainable Workplace Operations
As of April 1, 2015, the Government of Canada will update and adopt policies and practices to improve the sustainability of its workplace operations.
Scope and Context
The CNSC default for printing is double-sided. Increasingly, the CNSC is moving to an electronic documents environment, and decreasing its reliance on paper. Where paper must be used, wherever possible it is reused and recycled. Another manner in which the CNSC has demonstrated leadership is having the lights set on timers to be on only during working hours. The lights and HVAC are then automatically shut off, once normal working hours end, thereby saving energy.

Strategic Environmental Assessment
The CNSC will continue to ensure that its decision-making process includes consideration of FSDS goals and targets through the Strategic Environmental Assessment (SEA) process. An SEA for policy, plan or program proposals includes an analysis of the impacts of the given proposal on the environment, including on FSDS goals and targets.
Public statements on the results of the CNSC’s detailed assessment will be made public when an initiative is announced. The purpose of the public statement is to demonstrate that the environmental effects, including the impacts on achieving the FSDS goals and targets, of the approved policy, plan or program have been considered during proposal development and decision making.
