Abstract:

The Canadian Nuclear Safety Commission (CNSC) is considering a new approach in human performance, which incorporates preparing workers for the unexpected. This presentation describes how human performance has been done, identifies the reasons to change the method, and helps clarify the expectations and guidance for licensees on human performance programs. This new view of human performance is for organizations to support workers to carry out their tasks through a holistic, integrated manner, which incorporates contemporary research in safety. Through proposed definitions and examples, the presentation describes how the proposed approach could help organizations support their workers in being prepared for the unexpected. The CNSC has recently written a discussion paper on human performance; comments received by external stakeholders will further inform the CNSC’s ideas on this topic.
