Participant Funding Program decision – Ontario Power Generation’s licence renewal application for the Darlington Nuclear Generating Station
The Canadian Nuclear Safety Commission (CNSC) announced on March 18, 2024, that it was offering up to $100,000 under its Participant Funding Program (PFP). This funding was to assist Indigenous Nations and communities, members of the public and interested parties in reviewing and in submitting comments to the Commission on the licence renewal application from Ontario Power Generation (OPG) for the Darlington Nuclear Generating Station. The Darlington Nuclear Generating Station is located in the municipality of Clarington and the traditional territory of the Wendat, Anishinabek Nation, and the territory covered by the Williams Treaties First Nations.
Background
Participant funding was made available by the CNSC:
- for the provision of new, distinctive, and valuable information to the CNSC through informed and topic-specific interventions
- to assist interested parties to review OPG’s licence renewal application for the Darlington Nuclear Generating Station and submit written comments to the Commission
A funding review committee (FRC) was established to review the funding applications received by the CNSC’s PFP administrator and to make recommendations on the allocation of up to $100,000 for eligible applicants. The FRC was given the flexibility to recommend funding beyond $100,000 based on the value added of the funding applications received.
On August 9, 2024, the FRC reviewed the 8 PFP applications received by the CNSC, requesting a total of $209,398.12.

The CNSC carefully considered the FRC’s recommendations on the allocation of participant funding and approved the disbursement of up to $143,719.05 to the following recipients:
