Participant Funding Program decision – Ontario Power Generation's application to renew Darlington Waste Management Facility operating licence
The Canadian Nuclear Safety Commission (CNSC) announced on June 20, 2022, that it was offering a total of $75,000 under its Participant Funding Program (PFP). This funding was to assist members of the public, Indigenous Nations and communities, and stakeholders in participating in the Commission hearing for Ontario Power Generation’s application to renew its Darlington Waste Management Facility operating licence.
Background
The CNSC made PFP funding available:
- for the provision of new, distinctive and valuable information to the Commission through informed and topic-specific interventions
- to assist interested parties in reviewing the licence renewal application and in participating in the Commission’s public hearing process
A funding review committee (FRC), independent of the CNSC, was established to review the funding applications received by the CNSC’s PFP administrator and to make recommendations on allocating up to $75,000 to eligible applicants.
The FRC members were:
- Bruce Young, retired director, Canadian Environmental Assessment Agency
- Yves Leboeuf, retired vice-president of operations, Canadian Environmental Assessment Agency
- James Taylor, retired senior advisor, Aboriginal Affairs and Northern Development Canada
On September 8, 2022, the FRC met to review the 5 PFP applications received, requesting a total of $146,643.50.

CNSC participant funding decision
The CNSC carefully considered the FRC’s recommendations on the allocation of participant funding for Ontario Power Generation’s licence renewal application and approved the reimbursement of up to $69,735.95 for the following recipients.
