Participant funding for the scope of the environmental assessment for Global First Power's Micro Modular Reactor Project

Participant funding for submitting a written intervention on the scope of the environmental assessment (EA) for the Micro Modular Reactor (MMR) Project by Global First Power (GFP) will be open from January 27 to February 10, 2020.

The CNSC is offering participant funding to assist Indigenous peoples, members of the public and stakeholders in the review of CNSC staff’s submission and associated documents concerning the scope of factors to be considered in the EA for GFP’s proposed MMR Project and in the provision of written comments to the Commission. 

The CNSC will render a decision regarding the proposed scope of factors to be considered in conducting an EA for GFP’s proposed MMR Project. GFP has submitted a project description that covers the site preparation, construction, operation and decommissioning of a single modular reactor using MMR technology. The Commission is required to determine the scope of factors to be considered in the EA, taking into consideration the comments received during the public comment period held in 2019. The Commission will also consider the written interventions submitted for this decision-making process. The MMR Project, as proposed, will be located at the Chalk River Laboratories site of Canadian Nuclear Laboratories Ltd. in Chalk River, Ontario.

Up to $20,000 in participant funding will be disbursed among all eligible applicants for the provision of new, distinctive and valuable information through informed and topic-specific interventions to the Commission. Please note that funding will only be awarded for the review of CNSC staff’s submission and associated documents concerning the scope of factors to be considered in the EA and for providing written topic-specific and value-added interventions to the Commission. In order to be eligible for funding, applications must clearly demonstrate how the proposed intervention will provide the Commission with new information that was not already submitted during the 60-day public comment period on the project description.

Once the CNSC makes a decision on the scope of the EA, a second participant funding opportunity will be announced to assist in reviewing GFP’s eventual draft environmental impact statement. A third participant funding opportunity will be announced at a later date to assist in reviewing the CNSC’s EA report and related documentation and to participate in the Commission’s yet-to-be-announced public hearings on GFP’s proposed MMR Project.

The deadline for submitting a participant funding application is February 10, 2020.

A funding review committee that is independent of the CNSC will consider all applications for funding and make recommendations on the allocation of funds.
