Participant funding for Canadian Nuclear Laboratories' licence renewal for the Port Granby Project
Note: The participant funding offering described in the notice below was originally open from February 1 to March 1, 2021. Due to a change in the date for the filing of recommendations from CNSC staff and in the deadline to file an intervention, the CNSC is providing another opportunity to apply for participant funding: from April 28 to May 21, 2021.
Participant funding notice
The Canadian Nuclear Safety Commission (CNSC) will conduct a hearing based on written submissions to consider a one-year licence renewal application from Canadian Nuclear Laboratories (CNL) for the Port Granby Project. In its licence renewal application, CNL is seeking approval to continue the same activities the current licence authorizes, with no changes to the existing terms and conditions. The Port Granby Project is located in the Municipality of Clarington, Ontario, approximately 100 kilometres east of Toronto, on the shore of Lake Ontario.
Separate from this one-year licence renewal application, CNL has also indicated its intent to seek approval in a future licence renewal application to consolidate the Port Granby Project and the Port Hope Project waste nuclear substance licences (WNSLs). If a one-year licence renewal is granted for the Port Granby Project, the Commission will also hold a public hearing to consider the longer-term renewal and consolidation of the Port Granby Project with the Port Hope Project WNSL. This hearing would take place in late 2022 and would be based on oral and written submissions.
The CNSC is offering participant funding to assist Indigenous peoples, members of the public, and stakeholders in reviewing CNL’s application and associated documents, and in participating in the Commission hearing process by providing topic-specific written interventions to the Commission.
Up to $30,000 in participant funding will be disbursed among all eligible applicants for the provision of new, distinctive and valuable information through informed and topic-specific interventions to the Commission. Funding will be awarded for the review of documentation, including CNSC staff’s documents and CNL’s Commission member documents, and for submission of a written intervention to the Commission. In order to be eligible for funding, applications must focus exclusively on CNL’s proposed one-year license renewal.

A funding review committee that is independent of the CNSC will consider all applications for funding and make recommendations on the allocation of funds.
