Participant funding for CNSC staff update on the discovery of elevated hydrogen equivalent concentration in the pressure tubes of reactors in extended operation

Participant funding notice

The Canadian Nuclear Safety Commission (CNSC) is offering participant funding to Indigenous Nations and communities, members of the public and stakeholders. The funding is to assist in reviewing CNSC staff’s update on the discovery of elevated hydrogen equivalent concentration (Heq) in the pressure tubes of reactors in extended operation – and in submitting comments in writing to the Commission. The reactors covered by this update include those at the Bruce Nuclear Generating Stations (NGS), the Pickering NGS B, the Darlington NGS, and the Point Lepreau NGS. In addition, in the spirit of reconciliation and in recognition of the Indigenous oral tradition of sharing knowledge, the CNSC is offering Indigenous intervenors the opportunity to make oral presentations. The reactors are located in the traditional and treaty territories of many Indigenous Nations and communities.

On November 1 to 3, 2022, the CNSC will hold a public meeting at which CNSC staff and Ontario Power Generation, Bruce Power and NB Power will present updates to the Commission. The update will provide CNSC staff’s assessment of licensees’ Heq work to date and the risk-informed decision-making assessment. The licensees will also present their research and development plans to address the impact of Heq findings on the pressure tubes’ fitness for service.

Up to $15,000 in participant funding will be disbursed among all eligible applicants for the provision of new, distinctive and valuable information through informed and topic-specific interventions to the Commission. Participant funding applications must clearly demonstrate how the proposed intervention will provide the Commission with information directly related to the CNSC staff update on the discovery of elevated Heq equivalent concentration in the pressure tubes of reactors in extended operation.

Deadline for submitting a participant funding application: August 8, 2022

A funding review committee, independent of the CNSC, will consider all applications for funding and make recommendations on the allocation of funds.
